  2. We do not allow our users to ask for or give out any personal information in our community chat rooms. We have very specific rules against doing this and they are enforced immediately by our adult chat room monitors. We consider it a very serious security risk for any child to post any personal information which could be used to establish real world contact.


    We do not allow for the creation and display of personal profiles. They may be cute and the kids love them, but they are dangerous. Personal profiles posted in a chat roomare often the most valuable resource available to a predator for harvesting contact information. 


     

  3. We know with reasonable certainty the true identity of our users. Because we charge a nominal monthly fee (learn why we charge for our service) and collect that fee through a credit card transaction, we are able to learn from our users their personally identifiable information. Even with "free" chat services who require a parent's signature before they activate a child user's account cannot be certain that the person signing is who they claim to be. If a user's true identity is unknown there is no effective way to hold the user accountable for his or her actions. This lack of being able to hold someone accountable becomes critical when a user is suspected of being a sexual predator. Internet predators know that if they can hide behind an alias or false identity they are free to exert their damage with little or no risk of being caught.

  4. We filter and record all chat room Messages. KidChatters™ employs a powerful screening and filtering system which examines content BEFORE a chat room message is sent. If unauthorized content is detected, the message is prevented from being sent until the unauthorized content is deleted. The child is given a "Cyber Bee Sting" warning each time the filter detects unauthorized content. If the child continues to try and send the unauthorized content, the KidChatters  service is automatically shut down.  When the service is stopped a KidChatters™ Disciplinary Action Notice is sent to a responsible parent's email address. The service is not activated again until one of our monitors are able to counsel with a parent.

  5. We monitor all chat room activity. Chat room monitoring at KidChatters™ is far better than at most other chat sites for kids because we monitor three ways - with adult monitors in the chat room "foreground" ; with adult monitors in the chat room "background" ; and once again with "filtering" software just before the chat message is posted. This unique "triple monitoring" approach at KidChatters™ is one important reason why our chat rooms are a safer alternative to most other chat sites for children. 

    "Background" monitoring is one of our most effective security tools. Our adult "background monitors" are not distracted by having to converse with chat room participants. The kids have much more fun because they feel they are alone with their friends and can be themselves - not much different as to how they feel when on the playground during recess with Teachers standing off to the side observing. This monitoring technique has proven to be very successful at catching unauthorized and problem users who let their guard down because they have forgotten there are adults in the background monitoring the chat room. 

    "Foreground" monitoring is another very effective tool. Our adult "foreground monitors" are able to help the kids with their application questions and keep the chat room lively and fun. Known by the kids as "Guardians," they usually are in the chat rooms during the most active time periods. They are there to answer questions and maintain a pleasant chat room environment.     "Filtering" software is our preventative monitoring tool. All messages posted in the chat room are first checked by our word filtering software. Since our adult room monitors do not  "censor" messages before they are posted in our chat room, we use a sophisticated word filter program to review the words before they are broadcasted. This helps us reduce to a nominal level the use of obscene and offensive language.

    We limit the chat room operating hours. Our chat rooms are not open 24/7. We have found that late night and very early morning hours can easily lead to trouble. Here's our chat room hours:

Kids will be kids and sometimes are quite creative in finding ways to defeat our chat room "word filter" software.   6. We define acceptable KidChatters™ online behavior clearly. While we think all parents should take the time to teach their children how to behave properly when communicating online, not all do. More often than not, problem users at most chat and IM services are allowed to continue their disruptive behavior without consequence. Recognizing this problem, our solution is to act quickly and discipline firmly. We are one of the few services for children in which the consequence of a Chat Room Rules violation is that chat room and IM access may be temporarily blocked until we can counsel with a parent. We do this through an email tool we call the "Disciplinary Action Notice." Much like a child's school, we think it is important to have parental participation and involvement when necessary. 

    Our experience has shown that what works best is an online behavior policy and guideline that is specific in defining what is or is not acceptable and fair when disciplinary action is necessary. We also try to make any disciplinary action a learning experience. After all, we know that "kids will be kids" and sometimes test the rules.   7. We hold our users accountable for their actions. Knowing with reasonable certainty the true identity of our users is the only way we have found to create effective accountability. Effective accountability is the keystone to our KidChatters Kids Secure™ system.   11. We manually review all registrations. At the end of the day there is no substitute for human intervention. We look over each and every chat room registration application. We want to know with reasonable certainty the true identity of our registrants. If we see something that does not look right we will call the registrant to confirm the information provided is accurate.   12. Our chat server is Java based technology so there is nothing to download. The advantage of Java is that it works with just about any Java enabled system. The technical requirements are minimal. The technical requirements for our chat service include:

    • At least 24 Megs RAM

    • Java enabled web browser.

    • 4.0 + version of either Netscape or Internet Explorer web browsers.

    • Some earlier version AOL web browsers are not compatible. However, if you find this to be a problem, you can easily access our chat service by using a stand-a-lone version of Netscape or Explorer after you log on to AOL.

    • WebTV web browser not compatible.
